ជនបរទេស៦១០នាក់ អ្នកការសែត១០០នាក់ ប្រជាជនរាប់ពាន់នាក់ បានរត់ទៅជ្រកកោននៅសណ្ឋាគារឡឺភ្នំ (បច្ចុប្បន្នជាសណ្ឋាគារ ឡឺរ៉ូយ៉ាក់) ដែលកាកបាទក្រហមអន្តរជាតិបានប្រកាសថាជាតំបន់អព្យាក្រឹត។ ខ្មែរក្រហមបានបញ្ជាឱ្យប្រជាជនទាំងអស់ចាកចេញពីក្រុង ធ្វើដំណើរទៅទីជនបទដើម្បីធ្វើការងារកសិកម្ម។

Following the fall of Phnom Penh, 610 foreign nationals, 100 journalists, and thousands of civilians sought refuge at Hotel Le Phnom (now Raffles Hotel Le Royal), designated as a neutral zone by the International Committee of the Red Cross. Meanwhile, the Khmer Rouge ordered the immediate evacuation of the city’s entire population to rural areas for forced agricultural labor.
